Rates and Forms

The Rates and Forms section accepts Property, Casualty, Annuity, Health, and Life policy contracts and related forms with the company certification stating they comply with Idaho Code and are not ambiguous, misleading, or deceptive. The section accepts advertising filings for Annuity, Life, and Health.

The section also reviews rate filings for various lines of insurance; including Individual and Small Group Health, Medicare Supplement, Long Term Care, Private Passenger Automobile, Homeowners, and Credit. The objective is to ensure that rates are not inadequate, excessive, or unfairly discriminatory. 

Public Filing Online Search

The State of Idaho has certain insurance company rate and form filings which are available for public review. To make these filings accessible to interested parties via the Internet, the Department of Insurance is utilizing the NAIC System for Electronic Rate and Form Filing Access (SERFF) interface. Any other public records requests may be submitted formally in writing to the Department by using our online Public Records Request Form.

All filings are subject to Idaho’s public access statute and all interested parties will only be able to view the details of the filing if it was marked eligible for public access.

Notice to All Carriers

Effective April 1st, 2022, the Idaho Department of Insurance will apply the changes to Administrative Rule IDAPA 18.02.01 to newly submitted rate filings. Please see this notice for further information. 

Effective January 1st, 2022, and revised on May 26th, 2022, the Idaho Department of Insurance has proposed revisions to Administrative Rule IDAPA 18.02.01 for the 2022 legislative session. Please see this notice with further information.

Effective July 1st, 2020 the Department published on SERFF updated guidance on what filings are expected to have in order to be accepted. Please review this notice before submitting filings to ensure compliance with Department expectations and requirements. 

41-1841 Block Cancellations and Block Non-Renewals

Any Company intending to implement block cancellations or block non-renewals of insurance policies shall provide the Director written notice (via SERFF) of such intentions no later then one hundred twenty (120) days prior to such intended action. The Department has 60 days to review the request for block non-renewal. The 60-day review period starts on the day the Department has all the information and documents listed below. 

  • The name or names of all Companies requesting including the NAIC #, Group Code #, Certificate of Authority, # Line of business(es) involved; and
  • the number of Idaho policyholders (If more than one Company, provide the number of policyholders for each Company); and
  • the total current written premium for affected policies; and
  • the SERFF tracking numbers filed with the Department for this program, attach the form(s) to the supporting documents tab; and
  • if business is being migrated to an affiliate, name of affiliate; and
  • if business is being migrated to a non-affiliate, name, NAIC # and Group Code #; and
  • the plan for migration/non-renewal; and
  • the date of non-renewal; and
  • copies of notices to consumers for block non-renewals.

At the end of sixty (60) days the intended Company action shall be deemed approved by statute unless prior approved by order of the Director.
